Overview:

The Systems Engineering, Design, and Fabrication Group within the Research Reactors Division (RRD) at Oak Ridge National Laboratory (ORNL) is responsible for the High Flux Isotope Reactor (HFIR) configuration management program. This group also provides technical support to operations and maintenance, and performs systems analysis. As the Instrumentation and Controls Engineer you will be responsible for the design, development, implementation, and maintenance of the division's software-based Industrial Control Systems (ICS) throughout the entire system development life cycle, including configuration control, software quality assurance, and cyber security. Additionally, you will ensure conformance to software requirements through effective software quality assurance activities, providing the basis for planning, implementing, maintaining, and operating the software being developed as well as ensure appropriate operational security posture is maintained for all ICS on matters involving cyber security. This position will function as a cognizant system engineer for the assigned HFIR plant systems in the HFIR System Engineering Program in accordance with DOE O 420.1 for the hazard category 1 nuclear facility and shall be qualified as a HFIR System Engineer in the RRD Training Program.

The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL) operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor-based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator-based neutron source. Together these facilities operate 30 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists. Major Duties/Responsibilities:

  • Plan and manage engineering activities for assigned areas of responsibility.

  • Prepare engineering designs for new installations and for replacement and upgrade of reactor structures, systems, and components.

  • Apply relevant codes and standards, such as DOE Orders, ASME, ICC, IEEE, etc.

  • Task lead field installation and testing of engineering design changes.

  • Implement modifications in accordance with nuclear configuration control processes.

  • Prepare and maintain as-built documentation for assigned reactor systems, including engineering drawings, specifications, system descriptions, relevant databases, and labeling.

  • Troubleshoot and analyze system and component failures and develop corrective actions.

  • Provide field technical support to craft supervisors and craft.

  • Analyze equipment performance history.

  • Position requires some physical activity (carrying lightweight items, climbing ladders, etc.).

  • Position requires Radiological Worker II and Qualified Electrical Worker 2 training.

Basic Qualifications:

  • BS in electrical engineering, computer science, or related field and a minimum of 5 years of relevant experience.

  • Experience with electrical or instrumentation and control, or digital control systems, systems analysis, and maintenance.

  • Experience with PLC-based control systems.

  • Experience with servers, networking components, common protocols, and databases.

  • Demonstrated ability to develop and interpret requirements and technical specifications.

  • Understanding of software quality assurance principles and processes.

Preferred Qualifications:

  • Proven ability in hardware/software integration.

  • Seven or more years of experience with electrical, instrumentation and control, or digital control systems at a nuclear facility.

  • Experience with HMI/SCADA control systems software including Allen-Bradley ControlLogix, GE iFIX/iHistorian, and Visual Basic.

  • Experience with administration of historians, web-based clients, and SQL databases.

  • Experience with virtual machine and thin client technology.

  • Experience with AutoCAD.

  • Experience with cybersecurity / firewalls.

Special Requirements:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
